Verification is required by the system when creating the record, since it allows you to create minutes without taking into account the mandatory fields rule, so that you do not save the record if you fill in these required fields.

Currently, only the drafter of the minutes is allowed to edit the information, however it is important to give the approver the possibility to edit the content, if he deems it appropriate before approving it.
