Restructuring viewing permissions minutes module

Currently, when drawing up a report in the minutes management module, in the “invitees and attendees - Viewing Permission” icon, there is the PUBLIC option, this option can be selected by the drafter of the minutes by mistake, and in cases where the information is sensitive or confidential, it will be sent to all the staff of the organization.
The proposals would be the following:
- That this PUBLIC option is better restructured by groups of (MANAGERS - ASSISTANT MANAGERS-DIRECTORS - CHIEFS - ADMINISTRATIVE STAFF), and that the system allows several options to be selected within these groups.
- That the system administrator can inactivate this PUBLIC option, in cases where it is considered necessary.
- At the time of selecting the PUBLIC option, the system must generate an alert message to the user who is preparing the report, so that they can confirm if they really want to select this option.
