We have different formats, to which we are uploading records

These records can only be modified by the user who created them, there is no possibility for a user to modify the formats unless they are the creator or administrator of the document management module.

It would be great if we could select users by format, who can edit the records. There's an option in the format settings that says “Records can be edited by approvers”, but it DOESN'T work.
